Credit Cards Debt

I want a student credit card,can I? I’m a IELP student ,and I can pay cash pledge for it, and which bank in Canada can do it? It seems that CIBC student Credit card needs a citizen, but I’m not.

I need Credit card for online shopping and pay bill, but without Credit Card, I am not able to do that.
I just want to know if there is any bank in Canada that I can get the credit ? I’m a foreign student ,no a citizen of Canada, and I’m study in IELP. It seems that CIBC can’t ,because they say
"To be eligible for a CIBC VISA card, you must be a Canadian resident and …."
It is kind of you to give me so much info, but I want to know yes or no.
